Die Mittel sind gezielter einzusetzen. Es kann nicht sein, dass die Armee für Rüstungsgüter einen eigenen Schweizer Standard ansetzt, obwohl es qualitativ gute Produkte ab Stange gibt. Beispiel: Die neue Drohne ADS15 wurde für die Schweizer Anforderungen angepasst und wird mit Dieselkraftstoff betreiben, was ein doppelt so schweres Triebwerk zur Folge hatte. Solche Leerläufe führen zu hohen Ausgaben ohne damit die Landesverteidigung zu verbessern.
