la mancanza di personale qualificato in Svizzera è grave, in particolari in settori come quello della sanità e dell'informativa. Questa è una misura sul corto-medio termine per ovviare alla problematica. Bisogna però affrontare il problema anche alla radice: occorre formare più personale nei settori in cui poi effettivamente serve.
