Entsprechend dem Gegenvorschlag der Prämienentlastungsinitiative sollen die Kantone gleich viel Mittel wie der Bund investieren. Oberstes Ziel bleibt jedoch, die Gesundheitskosten in den Griff zu bekommen und so die Menschen zu Entlasten.
