Der Witz daran ist: Der Bund verdient an den zinsgünstigen Darlehen weil er mehr Zinsen einnimmt als er selber für das Kapital bezahlt. Er macht also ein positives Zinsdiffernzgeschäft - ohne Risiko. Seit es den Fonds de Ropulement gibt (seit rund 30 Jahren) hat es noch nie einen Zins- noch Rückzahlungsausfall gegeben. Den Genossenschaften hilft es ebenso (tiefer Kapitalkosten) - eine saubere Win-Win-Lösung.

Beim Knankenkassenobligatorium wurde versprochen, dass die Kopfprämie (alle anderen Ländern ausser Holland kennen eine Einkommensabhängige Finanzierung) durch eine Finanzierung aus dem Staatshaushalt ergänzt wird, sobald die Belastung de Haushalteinkommens durch die Kopfprämie 8% übersteigt. Nun ist sie bei 14% angelangt. Deshab bracht es eine zusätzliche Finanzierung via Staatshaushalt.
