Die Kantone sollen gleich viel Mittel für die individuelle Prämienverbilligung wie der Bund zur Verfügung stellen. Dies entspricht auch dem Gegenvorschlag zur Prämienentlastungsinitiative der SP, den die Mitte im Parlament so unterstützt. Vorrangiges Ziel ist es jedoch, die Problematik der steigenden Gesundheitskosten an der Wurzel zu packen. Hierfür braucht es die Kostenbremse-Initiative der Mitte.
